The deal
The rate is set by how many sales you deliver within a month, and it resets each month rather than ratcheting up for good. A quiet month drops you back to the entry rate, so this pays steady traffic better than one good spike. There is also a sub-affiliate layer: refer someone who joins the program and you collect a flat $5 on every sale they make. Hosting.com openly invites affiliates who think their traffic beats the top tier to negotiate a private rate.
Getting paid
Sales stay unapproved for about six weeks first, which covers the refund window, and only approved commissions count toward the threshold. Once you are over it, payment lands on the 15th of the following month. PayPal is the only method named, so affiliates in PayPal-restricted countries should ask before joining. Commissions cannot be credited against your own hosting bill.
The rules
Paid search is permitted, but not on the brand name, misspellings, or any keyword containing it, and you are expected to add those terms as negative keywords. Using your link on accounts you will use yourself is against the agreement; they point you to their coupon page instead.
